I've published a step-by-step guide for spinning up a basic Windows Server 2016 Remote Desktop deployment for around 4-10 users on Azure. It is important to keep costs low for this project so there aren't failover VMs or elastic scaling session-hosts.
This scenario is about migrating legacy line of business desktop apps from on-premises to the Azure Cloud for micro/small SMEs.
